One of the Biden-Harris administration's first actions in office was to rescind the Global Gag Rule, a disastrous policy imposed by every Republican president since Ronald Reagan and greatly expanded by the Trump-Pence administration.

Under the Global Gag Rule, nongovernmental organizations outside of the United States must choose between receiving U.S. global health assistance and providing comprehensive sexual and reproductive health care. While in effect, this policy cuts off funding and supplies to some of the most trusted, experienced health providers and it stifles advocacy efforts to protect sexual and reproductive rights. The Global Gag Rule has life-changing consequences for many of those denied health care, and its structural harm requires significant time and effort to repair.

Congress can ensure that the Global Gag Rule is never reinstated by passing the Global Health, Empowerment and Rights (Global HER) Act. Last year, PAI mobilized record-breaking support for this legislation among congressional champions of sexual and reproductive health and rights. Now that President Biden is in the White House, the opportunity is greater than ever to sign the Global HER Act into law.
